To ask the Minister for Environment, Community and Local Government if he is in a position to instruct public bodies, for example local authorities, to waive their upward only rent review clause on legacy leases for tenants where there is no borrowing against the asset in question; and if he will make a statement on the matter. There are no upward-only rent review clauses for social housing tenants of local authorities. In so far as the question relates to commercial leases then it is a matter for my colleague, the Minister for Justice and Equality.
