To ask the Minister for Environment, Community and Local Government the total amount allocated in this years estimates for payment to local authorities as a block grant; the amount that will now be withheld due to non payment of the household charge and if it is intended to surrender this money to the Exchequer at the end of the year; and if he will make a statement on the matter.
