Question 217: To ask the Minister for Health the reason a person could be an in-patient and out-patient at a mental health facility (details supplied) for some 30 years with housing provided and not have a care plan in place at this stage of their life when there are obvious mental health issues which are exacerbated due to a lack of support from the appropriate services [33882/12]
