Question 412: To ask the Minister for Agriculture, Food and the Marine his views on recent reports of the alleged disposal of dead animals at an animal welfare shelter; and if he is satisfied that all animal welfare services are operating with valid licenses and are also disposing of dead animals through a licensed collector; and if he will make a statement on the matter. Animals that die in the care of animal welfare organisations must be disposed of in compliance with EU Animal By-Product (ABP) Regulations. Under the ABP regulations, there is a number of methods available for the disposal of dead animals, including rendering at approved rendering plants. I understand that in the case which was the subject of recent media reports, the local authority veterinary service has carried out checks and the shelter concerned routinely uses the services of an approved rendering plant.

The Control of Dogs Acts 1986 and 1992 place statutory responsibility for dog control and licensing services (including the provision of shelters for stray and other dogs) on local authorities.
