Question 241: To ask the Minister for Education and Skills if part time work, primary school teaching, entitles teachers to panel rights for September 2012; if he will provide an update on his plans for reconfiguring panels on a national basis; and if he will make a statement on the matter. The arrangements for panel access for fixed term (temporary), substitute and part-time teachers are set out in Department Circular 0012/2012 which is available on my Department's website. The panels set up in accordance with the arrangements set out in this circular will be used for appointments to full-time permanent teaching posts but only where those posts are not otherwise required to facilitate the redeployment of surplus permanent and CID holding teachers.
