Question 19: To ask the Minister for Education and Skills if he has issued a directive or a circular or advice to school principals reminding them of his previous opinion regarding the voluntary contribution towards registration that schools are currently demanding; and if he will make a statement on the matter. Apart from the recognised fee-charging second level schools, recognised primary or post-primary schools are not permitted to charge school fees. Voluntary contributions by parents are however permissible provided it is made absolutely clear to parents that there is no question of compulsion to pay. I have no plans to prohibit such voluntary contributions. The Deputy will, however, be aware that last year I launched a discussion paper on a regulatory framework for school enrolment. I intend to bring legislative proposals in this area to Government this year. In that context, I am examining the issue of financial contributions that might be demanded by schools, either as part of the enrolment process itself or subsequently.
