Question 352: To ask the Minister for Communications, Energy and Natural Resources if directly or in conjunction with the regulator he has had any discussions with the service providers in respect of the various mobile telephone services; if any particular or specific deficiencies in the standard and quality of service to the customers have been particularly identified; the proposed action if any to address such issues; and if he will make a statement on the matter. I wish to advise the Deputy that the management of the radio spectrum is a statutory function of the Commission for Communications Regulation (ComReg) under the Communications Regulation Act 2002, as amended.

In accordance with this function and with its obligations under national and EU law, ComReg designs and manages the assignment of radio spectrum, which includes the imposition and enforcement of usage conditions. ComReg is independent in the exercise of this spectrum management function. I have not been engaged in any discussions of the type referred to by the Deputy.

The Deputy may be aware that ComReg is engaged in a detailed process in relation to the release of spectrum rights of use in the 800 MHz, 900 MHz and 1800 MHz frequency bands which are used to provide mobile telephone services. Details of this process are available on ComReg's website.
