Question 103: To ask the Minister for the Environment, Community and Local Government the reason submissions to An Bord Pleanála cannot be viewed either by the public or by the persons making the planning application, until a decision has been made by An Bord Pleanála. [30168/12]

While Section 146 of the Planning and Development Acts 2000-2010 provides that the files on appeals can be inspected by members of the public 3 days after the appeals are determined by the Board, in practice the Board circulates substantive submissions received to interested parties for their information, and usually for comment, during the course of an appeal.
