Question 454: To ask the Minister for the Environment, Community and Local Government if his attention has been drawn to a culture which existed in local government where, despite a developer being conditioned to submit a cash bond prior to construction of a development, the local authority accepted a paper bond instead; if he will survey the extent of this practice across each planning authority in the State; and if he will make a statement on the matter.
