Question 148: To ask the Minister for Finance the number of positions that have been filled in his Department from Assistant Principal upwards since taking office; the number of the available positions that were filled by existing staff and the number from outside the public sector; and if he will provide in tabular form the name of the position and job description filled, the educational qualifications and skills of each of the successful applicants and the salary awarded. The table outlines the number of positions that have been filled by promotion in my Department from Assistant Principal upwards since I took office on 9 March 2011. Under the Ministers and Secretaries Act, 2011, the Department of Public Expenditure and Reform was formally established on 6th July 2011. (My replies to previous Parliamentary Questions from the Deputy refer).

In selecting staff for appointment to higher grades, staff must demonstrate the requisite merit in their current jobs, as well as displaying the required capacity in the key competencies for the particular grade while bringing to bear the skills, experience, aptitudes and qualifications required to fulfil the duties and responsibilities of the post.

The overall staffing levels in my Department is determined within the context of the staffing levels governed by the Employment Control Framework (ECF) for the Department currently in place. The filling of staff vacancies through promotion or otherwise is determined so as to ensure that my Department is adequately resourced and skilled to meet its strategic goals and priorities.
