Question 367: To ask the Minister for the Environment, Community and Local Government the total Government expenditure, through the homeless persons unit, on payments to private landlords for emergency accommodation for homeless persons, year on year for the following years: 2005, 2006, 2007, 2008, 2009, 2010 and 2011; and if he will make a statement on the matter. Homeless Persons Units which are staffed by Community Welfare Officers are currently under the remit of my colleague the Minister for Social Protection. Prior to 2011, Homeless Persons Units were under the remit of the Department of Health/HSE and my Department does not hold nor would it be privy to the details of payments made by Community Welfare Officers to, or on behalf of, persons who presented as homeless, be it rent allowance, rent deposits or other exceptional need payments.

My Department does however recoup Section 10 funding at a rate of 90% to local authorities for the provision of emergency homeless accommodation and the total amount recouped nationally for the years 2005 – 2011 in respect of private emergency accommodation providers is outlined below. The figures are exclusive of the 10% contribution of the local authorities.
