Question 398: To ask the Minister for Social Protection if a domiciliary care allowance payment will be backdated in respect of a person (details supplied) in County Kerry; and if she will make a statement on the matter. [9927/12]

An application for domiciliary care allowance (DCA) was received on 4th July 2011 and was found eligible for the allowance. DCA is payable from the month following receipt of the application unless good cause is shown for the delay in submitting the claim. The allowance was put into payment from 1st of August 2011, the month after the application was made. The person concerned did not indicate on her application form that she was seeking payment from an earlier date.

The person concerned subsequently lodged an appeal against the decision seeking to have the award of DCA backdated. She was informed by the Social Welfare Appeals Office on the 10th December 2011 that the appeal had not been allowed. The decision/appeal process for this application is now complete.
