Question 146: To ask the Minister for the Environment, Community and Local Government the number of households that have registered for the €100 household charge to date, in tabular form, under the following headings and broken down by local authority area: paid €100 in full, registered for quarterly payments, registered as exempt, and the total amount remaining to register within the given areas as a total figure and as a percentage of the total amount due to register in that local authority area; and if he will provide the same breakdown for the State overall. The Local Government (Household Charge) Act 2011 and the Local Government (Household Charge) Regulations 2012 provide the legislative basis for the household charge. Under the legislation, an owner of a residential property on the liability date of 1 January 2012 is liable to pay the household charge by 31 March 2012, unless otherwise exempted or entitled to claim a waiver.

The Local Government Management Agency (LGMA) is administering the household charge system on a shared service/agency basis for all county and city councils. I understand, from data provided by the LGMA, that as of 6 February, 2012, a total of 78,637 properties were registered for the household charge and that it has been paid in full in respect of 64,728 properties while 13,909 are making payment by direct debit in four instalments. The LGMA does not have the sub national details of the registrations sought in the Question.
