Question 62: To ask the Minister for the Environment, Community and Local Government, further to Parliamentary Question No. 10 of 5 October 2011, if the forum on philanthropy and fundraising has completed its interim report; if so, the recommendations of same; and if he will make a statement on the matter. The Forum on Philanthropy and Fundraising has set out a target to increase philanthropic giving by ten percent year on year in Ireland from its current level of some €500m per annum to €800m by 2016. The Forum presented its interim report to me on 15 November 2011 in advance of the 2012 estimates; this set out the main strategic recommendations of the Forum.

The Forum has now completed its final report which includes an implementation plan. The report's recommendations fall under four headings:

· A National "Giving Campaign";

· Improving the fiscal environment and infrastructure for giving;

· Developing fundraising capacity among not-for-profits;

· Creating a National Social Innovation Fund.

I intend to bring the final report to Cabinet and publish it in the near future.
