Question 616: To ask the Minister for Health the reason a person (details supplied) in Dublin 4, who is suffering from epilepsy, encephalitis and rheumatoid arthritis, is on permanent medication, has a learning difficulty and is in receipt of a social welfare payment, has been refused a medical card.
