Question 579: To ask the Minister for the Environment, Community and Local Government the options available to those who are not in a position to pay the €100 household charge up front and who wish to make the payment in instalments but who do not have direct debit facilities available to them; and if he will make a statement on the matter. There is a range of options available to pay the household charge. An on-line system is in place in the Local Government Management Agency (LGMA) to enable homeowners to pay the household charge by credit card/debit card or by direct debit. In addition, homeowners can make payments by cheque, postal order, etc. through the post to the LGMA. A bureau is in place in the LGMA to administer the charge on a shared service/agency basis for all local authorities. In addition, persons can attend their county/city councils to pay the household charge up to 31 March, 2012.

I am satisfied that the above options represent a comprehensive suite of payment options available to persons with a liability to pay the household charge.
