The Scoping Study by PA Consulting which was commissioned by the Department of Community, Equality and Gaeltacht Affairs in 2010 was published on my Department's website on 13 October 2011. As the Deputy will be aware, the Government has agreed that the Human Rights Commission and the Equality Authority be merged to form an integrate human rights and equality commission for the State. I have established a Working Group to advise me on practical arrangements in that regard and the Scoping Study is one of a number of reports and submissions made available to the Group to assist them in their work.
