Question 117: To ask the Minister for Education and Skills if he will estimate the possible financial savings from the self-assessment system and new junior certificate syllabus; if there are any associated costs to introducing this new programme; and if he will make a statement on the matter. Subjects will be assessed by means of a written examination set and marked by SEC, and a portfolio marked by the class teacher in the school, moderated by the school and subject to external moderation on a sample basis by SEC. Short courses will be assessed by means of a portfolio, and subject to internal moderation by the school. The term "portfolio" may include practical tests, (or events or school musicals in a short course context) as well as project or portfolio work, depending on the area of learning.

Additional costs will arise for professional development for teachers, an upgraded IT system for the State Examinations Commission, and the processing of additional assessment components. The assessment and consideration of the resource implications of the proposals has begun. These will, of course, fall to be considered in the normal way by Government in the context of the estimates and budgetary processes.
