Question 133: To ask the Minister for Finance his views on a matter (details supplied) regarding personal debt and mortgage arrears; and if he will make a statement on the matter. [33394/11]

The Minister for Justice and Equality and Defence has advised me that, in line with a commitment in the Programme for Government, the Personal Insolvency Bill is currently being developed in his Department. This Bill will provide a new framework for settlement and enforcement of debt and for personal insolvency. Under the EU/IMF Programme for Financial Support for Ireland there is a requirement to publish the Bill during the first quarter of 2012. The Minister for Justice and Equality and Defence has advised me that it his objective to publish the measure as soon as possible. In the details supplied reference is made to the Keane Report. This report was discussed in the Dáil last month during which all Members were given an opportunity to put forward their views. Once the debate has concluded I will put forward proposals to the Government on next steps including an implementation mechanism.
