Question 87: To ask the Minister for Public Expenditure and Reform if, in view of certain aspects of the 2010 report from the Comptroller and Auditor General, he is reviewing efficient and transparent public procurement procedures in all State arts and cultural bodies; and if he will make a statement on the matter. My Department is responsible for the development of policy, legislation and guidance in relation to public procurement. Ensuring the application of these policies and rules in individual Departments and public bodies is the direct responsibility of the Accounting Officer and Accountable Person concerned.
My Department and the National Procurement Service are working with public bodies to improve procurement practices across the public sector by standardising tender documents and by offering guidance and assistance to ensure that procurement procedures are efficient and transparent. In this regard, the findings and comments of the Comptroller and Auditor General about public procurement matters is a key guide to the approach they take to this work.
