Question 190: To ask the Minister for the Environment, Community and Local Government if he has received any proposal from Dublin City Council to amend the allocation system of the housing department in view of the number of persons on the council's waiting list and the many applicants who have been more that five years on that list; and if he will make a statement on the matter. Under section 22 of the Housing (Miscellaneous Provisions) Act 2009, which came into operation on 14 June 2010, the making and amendment of an allocation scheme for social housing is a reserved function of the elected members of each housing authority. I understand that Dublin City Council adopted its current allocation scheme on 9 May 2011. I have not received any draft amendment to that scheme.
