I am informed by the Irish Immigration and Naturalisation Service (INIS) that the person concerned applied for a temporary travel document on three occasions, twice in September 2009 and once in March 2010 and was refused on each occasion. He was advised to contact his own consular authorities to renew his passport or obtain an equivalent document. There is no current application from the person concerned.

I should point out that a temporary travel document is normally only granted in exceptional circumstances, for example, to go abroad for urgent medical treatment or other humanitarian reasons, and where the applicant is not in a position to obtain a passport or other equivalent document from his or her own authorities.
