Question 185: To ask the Minister for Education and Skills the basis upon which he notified schools that doctors' certificates from the North are not acceptable; the length of time certificates from the North were accepted by him; the reason certificates from the North are now being refused; the number of teachers that will be affected by this decision; and if he accepts that this decision runs completely contrary to the spirit of the All-Ireland Ministerial Council's efforts to remove obstacles to cross-Border mobility on the island. Under the sick leave scheme for registered teachers, a medical certificate must state the nature of the illness, be signed by a duly qualified medical practitioner registered with the Irish Medical Council and cover a period of no more than one month. These conditions are contained in Circular Letter 0060/2010 which was issued in October last year. They have been established for some time and were also a feature of the previous circular issued in 2008. The reason for this requirement is to provide a consistency of approach in order to ensure that sick leave is granted only on the basis of certificates signed by doctors regulated by the appropriate regulatory professional body in the State.
