Question 208: To ask the Minister for the Environment, Community and Local Government if he intends amending the building regulations to ensure that providers of waste water products will be responsible for the design and supply of same and to ensure consumer protection in this area; and if he will make a statement on the matter. The design and installation of wastewater treatment systems for single houses is addressed in the Environmental Protection Agency's (EPA) Code of Practice in respect of Wastewater Treatment and Disposal Systems Serving Single Houses (2009). Part H – Drainage and Wastewater Disposal - of the Building Regulations has recently been amended to reflect relevant parts of the EPA's Code of Practice. The accompanying Technical Guidance Document (TGD H 2010) further stipulates that the design and commissioning of wastewater treatment systems should be carried out and/or supervised by a suitably qualified person and that the owner of the building should be provided with sufficient, clear and comprehensive information on any continuing maintenance required to facilitate the effective operation of the system in order to protect human health and the environment.
