Question 163: To ask the Minister for Jobs, Enterprise and Innovation if any of the advice he has received in the process of formulating policy with regard to reform of the rate-setting mechanisms for low-paid workers, the joint labour committees, has come from members of the Association of Higher Civil and Public Servants; if so, if he considers advice from that source to be credible in this policy area in view of the exemption the members of this association were granted from the cut in basic pay that affected all other civil and public servants form January 2010; and if he will make a statement on the matter. Question 164: To ask the Minister for Jobs, Enterprise and Innovation if his attention has been drawn to the unwillingness of the Association of Higher Civil and Public Servants to make public the extent of the remuneration package enjoyed by its General Secretary; and, in view of that, his views on whether it is appropriate that members of the association be involved in policy formulation regarding lower-paid workers; and if he will make a statement on the matter. I propose to take Questions Nos. 163 and 164 together.

I have no functional responsibility for the remuneration of officials of trade unions or staff associations. All policy, whether in relation to wage setting or otherwise, is made by the Government.
