Question 132: To ask the Minister for the Environment, Community and Local Government the basis on which employment will be awarded to persons who are qualified to install water meters; the basis on which contracts will be awarded to companies who operate to install water meters; if employment will be awarded through local authorities or put out to tender for construction companies; and when employment is likely to commence in this area. The Programme for Government provides for the introduction of a fair funding model to deliver clean and reliable water. The objective is to install water meters in individual households and move to a charging system based on usage above a free allowance. My Department is currently preparing a strategy to implement these proposals, including the necessary procurement process for purposes of the purchase and installation of the meters and I will be making further details available following Government consideration of the proposals. It is likely that the installation of meters will commence early in 2012. The capital intensive nature of the installation of water meters to over one million households should offer significant employment potential. It is estimated that the metering programme could sustain between 1,200 and 1,800 jobs between 2012 and 2014 when the bulk of the works will be carried out.
