The off-wintering of cattle from commonages in the Twelve Bens/Maumturk Mountains is a requirement of the Commonage Framework Plan, which is regulated by the Department of Agriculture, Fisheries and Food as a condition of cross compliance. The issue of compensation does not arise in this case.
