Question 75: To ask the Minister for Transport his plans for 10% of commuter travel to be made by bicycle by 2020 throughout the country; the national percentage at present; the percentage of travel by bicycle he expects in Dublin and other cities in 2020; the percentage at present; and if he will make a statement on the matter. Both Smarter Travel – A Sustainable Transport Future and the National Cycle Policy Framework set out Government policy for cycling, with the overall objective of developing a culture of cycling in Ireland to the extent that by 2020, 10% of all trips will be by bike. The most recent census data available indicated a 2% national modal share for cycling in 2006. Dublin City Council's May 2010 City Centre Cycle Count (which is not directly comparable to census data) indicated that bikes made up almost 5% of traffic in the area surveyed (an increase of 18.9% over the previous year). While this is encouraging, further significant increases in cycling numbers will be required in Dublin and other urban areas, if the national target of 10% of all trips by bike by 2020 is to be achieved. My Department has commissioned a pilot National Transport Survey, through the Central Statistics Office, which should, when completed, provide a reliable measure of cycling use for transport purposes.
