The Vocational Training Opportunities Scheme is a full-time further education programme open to people over 21 years of age who are at least six months unemployed. The information requested by the Deputy is set out below: 2007 - 5,377 learners 2008 - 5,403 learners 2009 - 5,568 learners 2010 - 5,775 learners ^^ Higher Education Grants ^^

The Deputy is referring to the change in the qualifying distance criterion for entitlement to the higher non-adjacent rate of student grant from 24 kilometres to 45 Kilometres
This measure is being introduced from September 2011. It will apply to all students i.e. both new and existing grant holders.
