Question 68: To ask the Tánaiste and Minister for Education and Skills the position regarding an appeal of a decision not to grant a higher education grant in respect of a person (details supplied) in County Galway; the reason the person was not informed of the residency requirement when applying for the grant; and if she will make a statement on the matter. An appeal has recently been received by my Department from the person referred to by the Deputy. The appeal is currently under consideration and a response will issue to the candidate as soon as the review process is completed. The terms and conditions attaching to student grants, including those relating to residency, are published in the schemes, application form and guidance notes each year. In addition, changes to the 2010 schemes were announced in advance by the former Minister when he published last year's grant schemes in July 2009.
