Question 113: To ask the Minister for Transport the reason his Department failed to accept the recommendations of a 2003 Government appointed independent panel that favoured an independently designed, built and owned terminal at Dublin airport; and if he will make a statement on the matter. The Aviation Action Plan, adopted by the Government in May 2005 mandated the building of the second terminal at Dublin airport by the Dublin Airport Authority. The Government decision was based on a detailed consideration of how best to provide additional terminal capacity at Dublin airport, given the significant growth in passenger numbers there at the time. The decision took into account the recommendations of the panel referred to by the Deputy.
