Question 267: To ask the Minister for Agriculture, Fisheries and Food the number of unprompted voluntary disclosures made by his Department to the Revenue Commissioners in the years 2005, 2006, 2007, 2008, 2009 and to date in 2010 under the headings employer issues PAYE and PRSI, value added tax, public service withholding tax and relevant contracts tax; if, in relation to these unprompted voluntary disclosures, he will provide a summary of the tax, interest and penalties collected; and if he will make a statement on the matter. No circumstances arose in my Department that required an unprompted voluntary disclosure to be made to the Revenue Commissioners in the years 2005-2010.

Question 269: To ask the Minister for Agriculture, Fisheries and Food if he will provide details of tax audits carried out by the Revenue Commissioners on his Department in the years 2005, 2006, 2007, 2008, 2009 and to date in 2010 under the headings employer issues PAYE and PRSI, value added tax, public service withholding tax and relevant contracts tax; if, in relation to the audits, he will provide an analysis of the results, including the amount of tax, interest and penalties assessed and collected; the number of audits in which incorrect operation was discovered but no assessment was entered; the number of audits in which operation was found in order; and if he will make a statement on the matter. The following tax audits were carried out by the Revenue Commissioners on my Department in the period 2005- 2010:

A Value Added Tax audit took place in February 2005 and the Department's operations were found to be in order.

A Relevant Contracts Tax audit took place in November 2005. The audit found that the Department was a principal contractor when it engaged hauliers to bring animals to a factory for slaughter under the various disease eradication schemes and should have operated the relevant contracts tax system on payments to the hauliers. An incorrect operation was discovered which was corrected when brought to attention and no assessment was entered.
