National Lottery Funding

Question 74: To ask the Minister for Finance the amount of funding received from the national lottery in each of the years 2007, 2008 and 2009; if he will give details of the programmes, services and capital developments for which this funding was used, quoting the amount so used in each case and whether the lottery funding fully or partially funded the programme; and if he will make a statement on the matter. The surplus from the National Lottery is transferred to the Exchequer on a regular basis and is applied each year to part-fund the Exchequer allocations to a specified range of expenditure subheads across various Votes. Each year, the amount transferred to the Exchequer from the National Lottery surplus, together with details of the total Exchequer allocations to the relevant subheads are set out in Appendix 1 of the annual "Revised Estimates for Public Services".

Since 2005, the expenditure allocations for the relevant subheads exceed the amount available from the National Lottery surplus. Therefore, these subheads are now described as being "part-funded by the National Lottery", and the balance of the expenditure allocation for the subheads comes from normal Exchequer sources.

The following is a summary of the information contained at Appendix 1 of the "Revised Estimates for Public Services" for the last few years:

The details in Appendix 1 of the Revised Estimates for Public Services show that within my own Department's Vote, there is one Subhead that is part-funded by the National Lottery proceeds: this is the Subhead for the Charitable Lotteries Scheme. The following table shows the amounts awarded to Charitable organisations under that Scheme in each of the last three years:
