Question 525: To ask the Minister for Communications, Energy and Natural Resources the position regarding plans for a liquid petroleum gas plant at a location (details supplied) in County Kerry; if planning and other approvals have been granted; if the foreshore licence problems are resolved; if approximate target dates for different stages can be provided; and if he will make a statement on the matter. Shannon LNG received planning permission in 2008 for their proposed development of a liquefied natural gas (LNG) re-gasification facility near Ballylongford in County Kerry. The necessary consent for construction of a gas pipeline between the LNG terminal and the Irish gas transmission system was granted last year by the Commission for Energy Regulation (CER). The CER has also approved a request by Shannon LNG for regulated Third Party Exemption for the terminal. That decision must be endorsed by the European Commission and a decision is expected by mid July.

Shannon LNG has applied for the requisite foreshore permissions, which are being processed by the Department of Environment, Heritage and Local Government. I understand that draft documentation is with the Office of the Chief State Solicitor for finalisation of legal agreements.

Subject to receipt of the necessary foreshore consents the timescale for progressing the project is a matter for the Company. Shannon LNG has indicated that subject to final corporate decisions on proceeding with the investment, the proposed facility would be developed on a phased basis with Phase 1 operational by 2015/2016.
