Question 328: To ask the Minister for Transport, further to Parliamentary Question No. 224 of 25 May 2010, that given that the red zone at the western end of existing runway 10/28 at Dublin Airport makes provision for a 400 m extension to the said runway, the reason no such similar provision is made in the ERM report for the proposed public safety zone at the same location; and if he will make a statement on the matter. The dimensions, including shape, size and position of the Public Safety Zones in the ERM Report were calculated by the consultants who drafted the Report, based on modern modelling techniques regarding risks to the public (on the ground) from aircraft crashes. The size and shape of the Public Safety Zones is based on international aircraft accident statistics coupled with the estimates of the maximum number of aircraft operations on each of the runways at Dublin, Shannon and Cork airports.

In the ERM Report, the consultants state that in the event of any extensions to runway lengths the Public Safety Zones would be recalculated and that they were unaware of plans that were sufficiently detailed to warrant Public Safety Zone modelling at the time of writing the report.
