The person named applied for 17 animals in 2009 under the Suckler Welfare Scheme.

It is a condition of this Scheme that for herds of more than 10 cows the calves must be weaned in at least two separate groups with each group being removed at a minimum interval of five days. In correspondence received on the 12th March 2010 the herd owner stated that he was not aware of the graduated weaning process at the time of weaning and that all animals were weaned in the same shed.

A copy of the Terms and Conditions of the scheme would have been provided to the herd owner when the application form issued to him and it is the responsibility of the herd owner to familiarise himself with the Terms and Conditions of the Scheme. In addition, the herd owner attended the training course provided in relation to operation of this Scheme. Therefore, as this condition was not adhered to payment cannot be made to the applicant.
