Question 307: To ask the Minister for the Environment, Heritage and Local Government if only engineers holding a civil engineering degree level eight National Framework of Qualifications can be appointed to water services operations management roles in local authorities; and if he will make a statement on the matter. Section 160 of the Local Government Act 2001, enables me to declare appropriate qualifications for a specified employment under a local authority or for such of the employments as belong to a specified class, description or grade. While qualifications have not been declared for Water Services Operations Management, the above-mentioned legislation also enables a local authority, with my consent, to fix the qualifications for any employment as necessary.
