Question 340: To ask the Minister for the Environment, Heritage and Local Government if responsibility for the granting of foreshore licences has been transferred to his Department; if his Department has refused to issue the foreshore licence in respect of the project at Ringsend, Dublin 4; if the promoter (details supplied) has pulled out of this project. ): I believe the Question refers to the proposed Waste to Energy Plant at Poolbeg which is being advanced by Dublin City Council, acting on behalf of the four Dublin local authorities in the context of their statutory regional waste management plan, by way of a public private partnership (PPP). Following the enactment of the Foreshore and Dumping at Sea (Amendment) Act, 2009, my Department assumed responsibility on 15 January 2010 for a range of foreshore functions. Prior to the transfer of the functions to my Department, a foreshore application was made by Dublin City Council to the Department of Agriculture, Fisheries and Food in respect of a Cooling Water Channel for the facility in question; the application is now under consideration in my Department.
