The visa application referred to by the Deputy was received in the Visa Office, Dublin on 4 November 2009. Following consideration by a Visa Officer, it was refused on 7 January 2010, for a number of reasons: 1. Obligations to return to home country have not been deemed sufficient 2. Observe the conditions of the visa - the visa sought is for a specific purpose and duration:- the applicant has not satisfied the visa officer that such conditions would be observed. 3. No clear link to reference has been shown. The decision of the Visa Officer was appealed on 26 January 2010. The visa appeals officer upheld the decision of the visa officer on 2 February 2010, with the exception of point 3 above, which was addressed in the appeal. The applicant can make only one appeal and may make a new application for a visa if they so desire.
