State Pension (Non-Contributory) is a means tested payment for persons over 66 years of age. All income is assessable as means including income from employment or self-employment, private pensions, foreign pensions, the value of any property (excluding the claimant's own home) and the value of any investments, monies held in financial institutions and capital which the claimant may have. A person seeking the payment must also be habitually resident in the State. A formal decision on whether or not a person is entitled to a State Pension Non-Contributory can only be made on receipt of a completed application form and a subsequent assessment of their means. To date the Department has not received an application for the State Pension Non-Contributory from the person concerned.
