Question 401: To ask the Minister for the Environment, Heritage and Local Government the process whereby a contract has been awarded to a company for the construction of a halting site (details supplied) in County Dublin; if his attention has been drawn to any works carried out in advance of the formal awarding of the contract and confirmation of funding from his Department; and if he will make a statement on the matter. I have no function in relation to the awarding of contracts for the construction of halting sites. Under section 149 of the Local Government Act 2001, the making of contracts is a function of the manager of the relevant local authority. I regret that, due to industrial action, I am unable to provide any further information on this matter.
