The matter of flight plans is a function of the Irish Aviation Authority (IAA). The IAA, which is responsible for air traffic control in this country, has informed my Department that a flight plan must be filed for all civil and military flights across international borders. The procedures for flight planning are laid down in the Integrated Aeronautical Information Publication (IAIP) and are in accordance with international standards. Foreign military aircraft may only land in or overfly Irish territory with the permission of the Minister for Foreign Affairs.
