Question 169: To ask the Minister for Health and Children the EU countries which have already given effect to Commission Decision No. 2003/641/EC of 5 September 2003 on the use of colour photographs or other illustrations as health warnings on tobacco products; the reason for the delay in bringing forward regulations under the Public Health (Tobacco) ( Amendment) Act 2009 in order to give effect to the Commission's decision; if she has plans to introduce the regulations; and when they will take effect. Combined text and photo warnings have been introduced in Belgium, Romania and the UK. My Department has asked the Office of the Parliamentary Counsel to draft the regulations provided for under Section 6 of the Public Health (Tobacco)(Amendment) Act 2009. When the regulations are drafted, the date for the introduction of the new warnings will be agreed following consultation with the relevant stakeholders.
