Question 387: To ask the Minister for the Environment, Heritage and Local Government further to a previous parliamentary question, if the national guidelines relating to unattended petrol dispensing have been made available to all chief fire officers and local authorities here; if the local authorities and fire officers have assessed the guidelines; if the guidelines are being implemented in a uniform way throughout the country; and if he will make a statement on the matter. The Dangerous Substances Act, 1972 and Regulations made under that Act, which are the responsibility of my colleague the Minister for Enterprise, Trade and Employment, provide for the licensing of petrol stations. Operators of petrol stations are required by the Dangerous Substances (Retail and Private Petroleum Stores) Regulations 1979 (as amended) to apply to the relevant licensing authority for a licence to operate a petrol station.

I understand that the Health and Safety Authority, which is under the aegis of the Department of Enterprise, Trade and Employment, has recently developed draft guidelines relating to the control of unattended petrol dispensing outlets.
