Question 262: To ask the Minister for the Environment, Heritage and Local Government if it is legally permissible under the Local Government (Charges) Act 2009 for a local authority to introduce a waiver scheme, based on income, even though there is no specific provision for such a waiver in the Act; and if he will make a statement on the matter.
