Question 232: To ask the Minister for Finance in respect of section 31(a) of the Statutory Instruments Act 1947, if he will clarify the inclusion of transmission by electronic mail as being in compliance with the legislation; and if consideration will be given towards using electronic mail transmission rather than ordinary prepaid postage; and if he will make a statement on the matter. Section 3(1)(a) of the Statutory Instruments Act,1947, as amended by section 1 of the Statutory Instruments (Amendment) Act 1955, provides that a copy of every Statutory Instrument is sent to named bodies listed in the Act, including the National Library of Ireland, the Law Library, Four Courts, etc. I have sought the advice of the Attorney General as to whether electronic mail would satisfy the requirement of the Act or whether further amending legislation would be required. However, I consider that the measure proposed by the Deputy is a sensible one and I intend to ensure that it is examined thoroughly and expeditiously.
