Question 408: To ask the Minister for the Environment, Heritage and Local Government further to Parliamentary Question No. 26 of 27 November 2008, if he will report on the development of the implementation plan which was developed under the aegis of the cross-departmental team on homelessness; his further plans for dealing with homelessness; and if he will make a statement on the matter. The National Implementation Plan for the Homeless Strategy was adopted by the Cross Departmental Team on Homelessness in March 2009. The Plan, which also took into account input from the National Homeless Consultative Committee, is available on my Department's web site at www.environ.ie. It provides a robust framework to guide the action required at national level to promote and support effective implementation locally. The Plan sets out a sequence of strategic aims, key approaches, priority actions and constituent/supporting measures necessary for implementation of the overall Homeless Strategy, and indicates appropriate lead roles, timelines, key performance indicators and linkages to relevant local action. Implementation will be pursued primarily through local homelessness action plans, which will apply on a statutory basis under provisions of the Housing (Miscellaneous Provisions) Bill 2008, which is currently before the Dáil.
