Question 109: To ask the Minister for Transport his views on whether it is feasible to impose five point penalties on motorists in respect of national car tests when there is no valid notification system in place to afford them a reasonable opportunity to comply with the law; his further views on whether it is satisfactory that NCT centres here should have a three month backlog of NCT test applications that result in these applicants being in extended breaches of the law; the reason road worthy four year old cars are required to be tested; and if he will make a statement on the matter.
