Question 508: To ask the Minister for the Environment, Heritage and Local Government the financial supports available for a person (details supplied) in County Limerick on low income who wishes to carry out a building energy rating survey on their home; and if he will make a statement on the matter. The statutory requirement to obtain a Building Energy Rating (BER) certificate and advisory report only arises when a home is offered for sale or rent. No specific proposals to assist persons on low income with the cost of BER certificates are under consideration by my Department at present. Households who qualify for Fuel Allowance payments may also qualify for upgrade works provided at a low cost to improve the energy efficiency of their home under the Warmer Homes Scheme administered by Sustainable Energy Ireland.
