Question 46: To ask the Minister for Finance further to Parliamentary Question No. 337 of 22 April 2009, if his Department is the body ultimately responsible for deciding whether the staff at An Bord Altranais are affected by the moratorium on public sector recruitment; if not, the ministry which is; and if he will make a statement on the matter. A general moratorium on recruitment, promotion and acting appointments in the public service was introduced with effect from 27 March 2009. This moratorium includes all agencies under the aegis of all Government Departments and Offices, with the exception of commercial semi-state bodies.

Any exceptions to this principle in the Health area, which will arise in very limited circumstances only, will require the prior approval in each case of the Department of Health and Children (who will carry out a detailed assessment of the requirement) and the prior sanction of the Department of Finance. Accordingly, it would be a matter in the first instance for the Department of Health & Children to consider if any exceptions should be considered in the Health sector.
